Following the baseline assessments established in our first three volumes—Workforce Readiness, Compliance Gaps, and Sovereign EOR Infrastructure—Volume 4 addresses the immediate next step for International Oil Companies (IOCs) and Tier-1 contractors: scaling operations under the strict 2026 National Local Content (NLC) mandate.
As the GranMorgu project transitions into peak construction, the challenge is no longer merely finding local talent, but rapidly upskilling and integrating that talent to meet international offshore standards.
In previous editions, we identified that the primary bottleneck for offshore operations in Suriname is the gap between available local labor and the specific technical and safety certifications required, and demonstrated how HCMS’s Employer of Record (EOR) infrastructure provides a legally compliant vessel for this workforce.
